PESO Licensing Framework Overview
PESO's four licensing frameworks apply to distinct categories of hazardous material and equipment. Each has its own application form, technical standard, and inspection regime, though a single business like Ashwin's — may need more than one license if it operates across categories.
Petroleum Storage License
Required for storing petroleum products classified by flash point — Class A (below 23°C, e.g. petrol), Class B (23–65°C, e.g. some solvents), and Class C (65–93°C, e.g. diesel, kerosene). The license category and storage-distance requirements scale with both the petroleum class and the volume stored.

Explosives License

Gas Cylinder License
Required for manufacturing, filling, testing, repairing, or importing compressed or liquefied gas cylinders. No. PESO focuses specifically on petroleum, explosives, gas, and pressure-vessel safety standards under its own Acts and Rules. A separate fire NOC or approval from the local fire department is typically required in parallel and does not substitute for a PESO license, nor does a PESO license substitute for the fire NOC. Most facilities need both approvals before commencing operations.
Yes. It is common for a single site — such as an LPG bottling plant with a bulk storage tank, a cylinder filling line, and vehicle loading — to require both a Gas Cylinder License and an SMPV(U) License simultaneously, since each covers a distinct category of equipment under a different set of Rules. The technical documentation for each license is prepared and submitted separately.
Yes. Import of petroleum storage equipment, explosives, gas cylinders, and pressure vessels into India requires a PESO import license or import permit, regardless of any certification the product may already hold in its country of origin. The import documentation is filed separately from the domestic manufacturing or storage license and is reviewed by the Central Controller of Explosives.
Operating with an expired PESO license is treated in the same way as operating without a license at all — it is a violation of the Petroleum Act 1934 or the Explosives Act 1884, depending on the category, and can lead to seizure of stock, monetary penalties, and suspension of operations until the renewal is completed. Renewal applications are best filed well ahead of the expiry date to avoid an operational gap.
International design certifications for pressure vessels or explosives-handling equipment can support the technical dossier submitted to PESO, but they do not substitute for PESO's own design approval and licensing process.
