TEC Certification for Optical Network Equipment in India: MTCTE Requirements, Testing and Documents

Rego Services explains how to identify the right category, technical requirements and security obligations for DWDM, OTN, ONT, OLT and related optical equipment.

Optical network equipment is not one product category, and each type can follow a different certification route. DWDM, OTN and SDH systems, PON devices such as ONTs and OLTs, and optical fibre cables are assessed against their own requirements. ONTs and OLTs also have a separate security-certification process under the ComSec scheme. Verify the current official publications before testing or applying.

Are you planning to manufacture, import or supply optical network equipment in India? Before launching your product, it is important to determine whether the equipment falls under the Mandatory Testing and Certification of Telecommunication Equipment (MTCTE) framework and identify the applicable technical and security requirements.

Optical networking covers several different product categories, including Dense Wavelength Division Multiplexing (DWDM) systems, Optical Transport Network (OTN) equipment, Synchronous Digital Hierarchy (SDH) equipment, Optical Network Terminals (ONTs), Optical Line Terminals (OLTs) and optical fibre cables. These products do not necessarily follow the same certification route.

The Telecommunication Engineering Centre (TEC) publishes Essential Requirements (ERs), test guides and notifications for applicable telecom equipment. Separate security requirements may also apply to particular product categories.

This guide explains how to identify the relevant equipment category, check the current requirements, prepare documentation and plan the TEC certification process. For the wider framework, read our complete TEC Certification Guide. To see how categories are classified, read which products require TEC certification and how to check the MTCTE product list.

What Is TEC Certification for Optical Network Equipment?

TEC certification under MTCTE is a conformity-assessment process for telecommunications equipment covered by applicable notifications. It assesses whether the equipment meets the prescribed Essential Requirements and other applicable conditions.

The official TEC website identifies optical transmission systems, including OTN, DWDM, SDH, digital cross-connect equipment and multiplexers, as areas handled by its Transmission Division.

However, not every product that uses optical fibre is automatically subject to the same MTCTE requirements. Applicability depends on the exact product category, its function, the current notified product list and relevant official requirements.

Which Optical Network Equipment Should Be Checked for TEC Certification?

DWDM equipment

Carries multiple optical channels over fibre using different wavelengths, commonly in high-capacity and long-distance networks. Check the MTCTE product category, ERs, mandatory dates and test documentation for the exact product.

OTN equipment

Supports optical transport functions in telecom networks. Depending on design and application it may have specific technical and interface requirements. Confirm classification and current TEC documents before planning tests.

SDH equipment and digital cross-connects

Used in transport networks to manage and route traffic. Requirements depend on the specific category and current framework. A certificate for one transmission system does not automatically cover another.

Optical Network Terminals (ONTs)

Installed at customer premises in fibre-access networks; may provide Ethernet, Wi-Fi, voice or other services. ONTs may fall under the PON Family of Broadband Equipment, and a separate security certification applies. Assess technical and security requirements separately.

Optical Line Terminals (OLTs)

Deployed at the service-provider side of a passive optical network, managing communication with connected ONTs. Check the relevant PON equipment requirements and current security-certification instructions.

Optical fibre cables and passive components

Cables, splice closures, jumpers and distribution systems differ from active transmission equipment. Assess each against its own category and applicable standard, not as a DWDM, OTN or ONT product.

Combined devices, such as an ONT with a built-in Wi-Fi router, may also need review against other requirements. See our guides to TEC certification for routers and Wi-Fi CPE and TEC certification for LAN switches.

How to Check the Applicable MTCTE Requirements

Before applying, follow this product-specific verification process.

Step 1: Identify the exact product

Record the product name, manufacturer, brand, model number, intended function, interfaces and technical configuration. Distinguish a DWDM transmission system from an ONT, OLT or optical fibre cable. Similar use of optical technology does not make these products interchangeable for regulatory classification.

Step 2: Search the official MTCTE product list

Visit the MTCTE Portal and review the phase-wise product list, relevant Essential Requirements and current notifications. Search using both the product's technical name and its intended function. If a product is not found by its commercial name, review the technical category and official guidance before deciding whether certification is required.

Step 3: Review the Essential Requirements

TEC explains that Essential Requirements can include electromagnetic interference and compatibility (EMI/EMC), safety, technical requirements, other requirements and security requirements notified by the Department of Telecommunications. The relevant combination depends on the product category and applicable documents. Official reference: TEC Essential Requirements.

Step 4: Check mandatory dates and amendments

Review the applicable mandatory date and any later amendments, exemptions or transition provisions. Do not rely solely on older articles or a previous version of an ER. A change to the procedure or test-report requirements may affect the preparation needed for an application.

Step 5: Check security-certification requirements

For ONT and OLT products, review the current ComSec security-certification requirements and related instructions. For other optical network equipment, verify whether any product-specific security requirement applies. Completion of technical testing does not automatically satisfy a separate security-certification obligation.

Step 6: Confirm the applicant and testing route

Determine whether the application will be submitted by an eligible Indian Original Equipment Manufacturer (OEM) or through the applicable route for a foreign OEM and its Authorised Indian Representative (AIR). Confirm the current test-report and laboratory requirements before finalising the testing plan.

Security Certification for ONT and OLT Products

Security certification deserves particular attention for optical access-network equipment. ONTs and OLTs fall under the Communication Security Certification Scheme (ComSec), run by the National Centre for Communication Security (NCCS), which tests equipment against the Indian Telecom Security Assurance Requirements (ITSARs).

The timeline for ONT and OLT security certification has moved more than once:

Because earlier deadlines were extended, do not rely on older articles or on the voluntary-certification arrangement. Verify the current ComSec requirements, applicable ITSARs, application procedure and any later official amendments before applying.

Important: This summary reflects secondary reports and public announcements, not the notification text itself. Confirm the position, including group-based certification conditions and the treatment of existing products, on the official NCCS and MTCTE portals before acting.

Testing Requirements for Optical Network Equipment

The required tests depend on the applicable ER, product category, interfaces, technical configuration and current notifications.

Technical and interface testing

Testing may cover the technical and interface parameters in the applicable ER. For optical transmission systems, the relevant parameters depend on the system type and intended function.

EMI/EMC testing

Where the applicable ER requires it, the equipment must be assessed against the specified electromagnetic compatibility requirements and test conditions.

Safety requirements

Check the safety-related requirements and acceptable evidence identified in the relevant ER and MTCTE procedure.

Optical performance parameters

Depending on the category, testing may address specified optical interfaces or transmission parameters. Not every parameter applies to every product; use the ER and test guide to set the scope.

Security assessment

For products with a separate security-certification requirement, identify the relevant ITSARs and follow the ComSec process. MTCTE technical testing and security certification are not automatically interchangeable.

Documents Required for TEC Certification

The exact documents depend on the applicant, product category and current procedure. Businesses should prepare the following information where applicable:

Document or informationPurpose
Applicant and company detailsEstablishes applicant identity and eligibility
OEM authorisation, where applicableSupports representation of a foreign manufacturer
Product technical specificationsHelps establish the applicable product category and test scope
Model and variant detailsIdentifies the equipment covered by the application

Follow the current procedure for applicant and OEM profile registration, including AIR arrangements where applicable.

Step 5: Prepare the application and product documents

Compile the required product specifications, model details, BoM and other supporting documents.

Step 6: Arrange the required tests

Confirm the applicable laboratory route, accepted test reports and parameters before testing begins.

Step 7: Submit the application

Submit the application through the official portal and ensure that the product details and supporting documents are consistent. For the full workflow, read our TEC Certification Process Guide.

Step 8: Respond to queries and verify certification

Address any requests for additional information. Once a certificate is issued, verify the model coverage, certificate type and validity details in the official records.

How Long Does TEC Certification Take?

There is no single guaranteed timeline for all optical network equipment. The duration depends on the applicable product requirements, testing complexity, laboratory availability, documentation quality, security assessment where applicable and queries raised during the process.

Products requiring both technical assessment and a separate security process may need additional coordination. Confirm the current test scope and process with the relevant authorities and laboratories before committing to a commercial launch date. For cost components, read TEC Certification Fees in India.

Common Mistakes to Avoid

Treating all optical products as one category

DWDM systems, ONTs, OLTs and optical fibre cables may have different requirements. Identify the exact product category first.

Ignoring the ONT/OLT security process

Review ComSec and ITSAR requirements separately from the technical certification requirements.

Relying on an old security deadline

The ONT/OLT mandatory date was extended more than once. Check the current notification rather than an earlier article.

Using outdated documents

Always check the latest ER, test guide, mandatory dates and notifications.

Assuming one certificate covers every model

Verify the certificate scope and applicable model-family provisions before relying on another model's certificate.

Starting testing without confirming the scope

Identify the current requirements and the accepted test-report route before arranging testing.
