E-Waste EPR Registration in India: Complete Guide for Businesses

Rego Services explains who must register, how the CPCB portal process works, and what compliance follows registration.

E-waste EPR registration is a mandatory online registration on the CPCB portal under the E-Waste (Management) Rules, 2022. Manufacturers, producers, refurbishers and recyclers must register. Producers then meet annual recycling targets by buying EPR certificates from registered recyclers and filing returns on the portal. Confirm fees, targets and deadlines against current official notices.

Introduction

If you make, import or sell electronics in India under your own brand, you may have obligations under the E-Waste (Management) Rules, 2022. The framework combines mandatory registration, recycling targets, tradable EPR certificates and periodic returns, all handled through a central CPCB portal.

This guide covers the whole journey and links to detailed articles on each stage. It is general guidance, so confirm current requirements against official notices before acting.

What Is E-Waste EPR Registration?

Extended Producer Responsibility (EPR) makes producers responsible for the environmentally sound recycling of the e-waste their products eventually become. Registration on the CPCB portal is the legal entry point. Without it, a business cannot lawfully operate in the relevant category or deal with unregistered entities.

E-Waste (Management) Rules, 2022

MoEFCC notified the 2022 Rules, in force from 1 April 2023, replacing the 2016 Rules. The key shifts were from state-level authorisation to portal-based registration, and from collection targets to recycling targets supported by EPR certificates. The Rules have been amended since, including in 2024 on EPR certificate pricing, and CPCB has issued further guidelines. Read our detailed guide on the E-Waste Management Rules, 2022.

Who Needs E-Waste EPR Registration

Manufacturers and producers

Including importers and brand owners who place EEE on the market, subject to the definitions in the Rules.

Refurbishers

Businesses that repair or refurbish used EEE for resale or extended use.

Recyclers

Facilities that dismantle and recycle e-waste and generate EPR certificates.

Sellers and distributors

Selling alone does not automatically fix your category. It depends on your role in the supply chain.

See who needs e-waste EPR registration, or the importer compliance guide.

Products Covered

Schedule I of the Rules lists 106 types of electrical and electronic equipment, spanning IT and telecom equipment, consumer electronics, household appliances, lighting, medical devices and solar PV modules. Classify each product against the schedule before you apply, because incorrect classification is a common cause of queries. See the full list of products covered under the E-Waste Rules.

How to Apply on the CPCB Portal

Step 1: Confirm your category

Decide whether you are a producer, manufacturer, refurbisher or recycler.

Step 2: Classify your products

Map each product to its Schedule I item.

Step 3: Prepare data and documents

Collect business records, product lists and sales or import data for the relevant years.

Step 4: Apply online

Sign in through the CPCB gateway, open the e-waste module, complete the application and upload documents.

Step 5: Track and respond

Monitor status and answer any deficiency raised promptly.

Step 6: Plan ongoing compliance

After registration, plan targets, certificates and returns. A full walkthrough is in how to apply for e-waste EPR registration.

Documents Required

Requirements differ by category, so follow the live portal form. Typical categories include:

  • Business identity: incorporation or registration proof, PAN and GST details
  • Authorised signatory details and authorisation letter
  • Importer-Exporter Code (IEC), where applicable
  • Product list with Schedule I category and sales or import data
  • Declarations and undertakings prescribed on the portal
  • For recyclers and refurbishers: facility details and relevant state approvals

See our documents required for EPR registration checklist.

Fees, Processing and Validity

Government fees are paid on the portal and are separate from professional service charges. Registration is reported to be valid for five years, with renewal to be filed in advance. Fees, timelines and validity can change, so confirm them on the portal before budgeting. Details are in e-waste EPR registration fees and timeline.

EPR Targets and Obligations

Producers must recycle a share of the EEE they placed on the market, calculated from past sales and product life. Targets rise under Schedule III.

PeriodIndicative recycling target
2023–24 and 2024–2560%
2025–26 and 2026–2770%
2027–28 onwards80%

Verify before relying: these figures are indicative. Check the current Schedule III and CPCB notices. See e-waste EPR targets explained.

EPR Certificates and Registered Recyclers

Registered recyclers generate weight-based EPR certificates on the portal from verified recycling. Producers buy them through the portal to discharge their obligation. The 2024 amendment set a price band linked to environmental compensation. An EPR certificate is not the same as your registration certificate. See EPR certificates for e-waste compliance and the recycler and refurbisher registration guide.

Returns and Record Keeping

Registered entities file returns on the portal and keep records of sales, certificates and recycler transactions. Reconcile your sales data with the certificates you hold and track deadlines on the portal. See e-waste EPR annual returns and common compliance mistakes.

Consequences of Non-Compliance

Operating without registration, dealing with unregistered entities or missing targets can attract environmental compensation and other action under the Rules. CPCB has issued guidelines on how compensation is calculated, so check the current version for your situation.
