The plastic EPR registration process has six stages: confirm your role and registering authority, classify your packaging into Categories I–IV, create an account on CPCB's Common EPR Portal, upload documents and pay the fee, answer any queries, and receive registration. Producers, Importers, Brand Owners and Plastic Waste Processors all apply online under the Plastic Waste Management Rules, 2016. This guide is part of our complete Plastic Waste EPR Registration guide.

Before you apply: what to settle first

Most delays come from decisions made too late, not from the portal itself. Settle these four points before opening the application:

  • Your role. A business can be a Producer, Importer and Brand Owner at once. An e-commerce or D2C brand whose name appears on the packaging is a Brand Owner; one that brings in packaged goods is also an Importer.
  • Your packaging categories. Category I (rigid), II (flexible single-layer), III (multi-layered) and IV (compostable).
  • Two years of quantity data. Category-wise plastic packaging quantities for the preceding two financial years, reconciled with invoices.
  • Your documents. See the documents required for plastic EPR registration checklist.

The plastic EPR registration process, step by step

  1. Confirm your role and authority. Decide whether you register as Producer, Importer, Brand Owner or Plastic Waste Processor, and whether CPCB or a State Pollution Control Board/Committee is your authority (see below).
  2. Classify your packaging. Map each packaging item, including secondary and transit packaging such as mailers and stretch film, to a category. Misclassification is a frequent cause of portal queries.
  3. Create your account on the Common EPR Portal. CPCB has moved plastic EPR to its Common EPR Portal. Our Common EPR Portal registration guide covers login and profile setup. Confirm current portal details on the official portal.
  4. Fill in the application and upload documents. Enter company details, product and packaging details and category-wise quantities, then attach supporting documents.
  5. Pay the prescribed fee. Fees are slab-based on quantity. Read the current slab on the portal rather than relying on older articles; our plastic EPR registration fees guide tracks it.
  6. Resolve queries and download your registration. The authority reviews classification and checks that declared quantities match invoices. Reply to queries promptly to avoid delays.

Which authority do you apply to?

Where you operate Registering authority
One or two states or UTs State Pollution Control Board / Pollution Control Committee
More than two states or UTs Central Pollution Control Board (CPCB)

Count the states where goods are sold or stored, not just your registered-office state. Check CPCB's current guidance for micro and small enterprises, which have specific provisions.

What happens after registration

Why applications attract queries

  • Declared quantities do not match invoices
  • Packaging placed in the wrong category
  • Applying to the wrong authority
  • Missing secondary or transit packaging
  • Incomplete or inconsistent company and signatory documents

Key takeaways

  • Decide role, categories and authority before you start the application.
  • Reconcile two years of quantity data with invoices first.
  • Registration is the start of compliance, not the end: targets, labelling and annual returns follow.
